KINGSTON, JAMAICA – The Independent Fiscal Commission (IFC) has released its Statement on Fiscal Performance (SFP) for FY 2025/26. Despite the monumental economic shock from Hurricane Melissa, which caused damage estimated at J$2T (56.7% of 2024 GDP) and triggered suspension of the fiscal rules, Jamaica’s macroeconomic pillars remain sound. Key macroeconomic outcomes were better than the post hurricane forecasts. However, the IFC emphasizes that elevated macro fiscal risks, primarily from escalating geopolitical tensions, warrants the Government of Jamaica recasting the budget projections and developing alternative macroeconomic scenarios – baseline, upside and downside –to enhance policy preparedness and fiscal planning.

The IFC notes in particular the Minister’s critique of its expressed concerns regarding the GDP Deflator that informed the Budget projections. While the Commission values constructive dialogue, which will serve to improve the quality of fiscal governance, it is reiterating its call for a useful update of the Government’s macroeconomic and fiscal projections, to reflect more current data that are
available.

KINGSTON, Jamaica — The Independent Fiscal Commission (IFC) observed discussions during the sitting of Parliament’s Standing Finance Committee on Thursday, March 5, 2026. The discussions revealed obvious unawareness and
misunderstandings by some Parliamentarians, regarding the Commission’s authority to publish its Economic and Fiscal Assessment Report (EFAR) ahead of it being tabled in the House. Consequently, Fiscal Commissioner, Mr. Courtney H. Williams, considers it critical to apprise the public that the Independent Fiscal Commission Act (IFCA), 2021, clearly empowers the Commissioner to share any of his reports publicly through the Commission’s website, once the report has been submitted to Parliament.

The report highlights that, while Jamaica continued a fiscally sustainable path up to September 2025, the Category 5 hurricane necessitated a temporary suspension of the fiscal rules to facilitate national relief, recovery and reconstruction.

Williams has today provided clarity on the scope of the Independent Fiscal Commission’s (IFC) mandate in reviewing the Government of Jamaica’s (GOJ) fiscal policy. His remarks reaffirm the Commission’s role under the Independent Fiscal Commission (IFC) Act, 2021, which governs the Commission’s operations. Section 13 (3) of the IFC Act states “In carrying out the functions of the Fiscal Commissioner, under subsection (2), the Fiscal Commissioner shall only have regards to the policies of the Government in this regard and shall not consider any alternative policies”. Williams, Fiscal Commissioner of the Independent Fiscal Commission (IFC) of Jamaica, participated in a high-level conference on fiscal governance in Santiago, Chile (June 3-4, 2025). Commissioner Williams was invited to join a distinguished five-member panel to discuss “Fiscal Council Challenges in the Region” under the broader theme; “Navigating Fiscal Challenges: Strengthening Fiscal Rules and Councils in LAC”.
