DEPUTY COMMISSIONER
Hugh Morris serves as the Deputy Commissioner with responsibility for Macroeconomic Modelling & Forecasting. An economist by profession, Mr. Morris brings over two decades of expertise in developing advanced models to forecast and analyse key economic indicators.
Before joining the Commission, he held the position of Director of Modelling & Research at the Planning Institute of Jamaica. There, he led initiatives to create data-driven models for forecasting, policy analysis, and impact assessment—ensuring that strategic planning and policy decisions were informed by robust analytical insights.
Mr. Morris holds a Bachelor of Science degree in Economics (major) and Statistics (minor) and a Master of Science degree in Economics, both earned at the University of the West Indies. He is also a graduate of Calabar High School.
DEPUTY COMMISSIONER
Fabian B. Lewis is the Deputy Commissioner for Fiscal Monitoring, Assessment & Forecasting. He holds a PhD in Economics from the University of Manchester, UK after studying as an Overseas Research Scheme (ORS) Scholar. As part of his commitment to lifelong learning, Fabian has pursued executive training programmes at two prestigious US universities i.e. Harvard and Duke. His research interests rest primarily on inter alia applied public finance, tax expenditure estimation, monetary transmission mechanism, economics of tobacco control, empirical international trade, energy supply analysis, the development of labour market information systems and productivity measurement.
Apart from completing consultancies with various international institutions, Dr. Lewis has written several pieces of applied research in a career spanning over twenty-four years. Some of his publications have appeared in peer-reviewed journals such as the International Trade Journal, PLOS One and the Electricity Journal.
Hitherto joining the Independent Fiscal Commission, he spent fifteen years managing the Research and Analysis Unit of the Taxation Policy Division at the Ministry of Finance and the Public Service. While at the Finance Ministry, he led an innovative and evidence-based research team that was instrumental in shoring up Jamaica’s public finances as part of the country’s remarkable economic turnaround. Recently, Fabian had a two-year stint in monetary policy at the Bank of Jamaica, where he served as a Senior Economic Researcher.
